The City of Seaside is embarking upon an exciting planning process, the West Broadway Urban Village Specific Plan, to revitalize and enhance the economic, social, cultural and recreational fabric of the West Broadway area in order to create an urban core for the city. We invite you to participate in the West Broadway Avenue Specific Plan project.
The City’s goal for the area is to create an urban village, containing a mix of residential (market rate and affordable for sale and rental units) with ground-floor retail and commercial uses, that will become a new downtown.
The study area includes West Broadway Avenue between Del Monte Boulevard and Fremont Boulevard, and is approximately bounded by Olympia Avenue, Elm Avenue, Imperial Street, Canyon Del Rey and Harcourt Avenue. This part of the city includes commercial and residential uses, as well as the future location of a proposed transit hub (for bus, bicycle, pedestrian, auto and future rail/rapid bus transportation).
The Specific Plan process includes a review of existing conditions, refinement of the vision and key issues related to the West Broadway area, development of land use alternatives for the study area and for specific opportunity sites, leading to preparation of the Specific Plan for public review and eventual adoption. An Environmental Impact Report will be completed for the Specific Plan, which must be certified before Plan adoption can occur.
A broad public participation program is being implemented that includes multiple public workshops and multiple meetings with residents, business leaders and other community stakeholders. The City is sponsoring five public workshops throughout the Specific Plan process to receive input, as community participation is crucial for success.
Come collaborate with other community members on alternatives for future uses, and contribute to the vision of the future for the city. Mark these dates and bring your ideas on how the West Broadway area should mature over the next 20 years.

- Workshop #3: Preferred Alternative Selection — December 3, 2007. Oldemeyer Center, 6 to 9 p.m.
- Workshop #4: Opportunity Sites — March 10, 2008 — Soper Field Community Center, 6:30 to 9 p.m.
- Workshop #5: Draft Specific Plan — October 6, 2008. Oldemeyer Center, 6:30 to 9 p.m.
In addition, an Advisory Committee comprised of local residents, community organization representatives, and business and property owners, has been formed, who will provide both direction and feedback throughout the process. The following seven tentative Advisory Committee (AC) meetings will be scheduled over the next year, and are open to the public:
